Borough Council Members
The Borough of Tenley Falls is governed by a seven-member Council, including the Mayor, who are elected at-large to serve four-year terms. Council meets on the first and third Tuesday of each month at 7:00 PM in the Borough Hall Community Room at 147 Commerce Avenue, unless otherwise noted. All regular meetings are open to the public.
The current Council was seated in January 2024 following the November 2023 municipal election. The next municipal election cycle will be held in November 2027.
Carol Hendricks
Mayor Hendricks has served as Mayor of Tenley Falls since January 2019 and was re-elected to a second term in 2023. Prior to her election as Mayor, she served two terms on the Garrett County School Board (2009–2017), where she chaired the Budget and Facilities Committee. A resident of Tenley Falls for over 30 years, Mayor Hendricks is a graduate of California University of Pennsylvania.
Mayor Hendricks believes in collaborative governance and encourages all residents to participate in the democratic process. She is committed to ensuring that all voices in the community are heard as the Borough addresses the challenges and opportunities of the coming years.

Gerald Kovacs
Councilman Kovacs is the longest-serving male member of Council, having been first elected in 2011. He is currently serving his fourth term and was elected Council President by his fellow members in January 2024.
Prior to his retirement in 2009, Mr. Kovacs spent 32 years with the Pennsylvania Department of Transportation (PennDOT), where he served in various engineering and project management capacities, including District Traffic Engineer for District 12. His extensive background in transportation infrastructure and traffic safety planning has informed much of his work on Council, particularly his leadership role on the Traffic Calming Advisory Committee. Mr. Kovacs holds a Bachelor of Science in Civil Engineering from Penn State University and is a licensed Professional Engineer in the Commonwealth of Pennsylvania.
Councilman Kovacs has been a leading advocate for modernizing the Borough's approach to traffic management and pedestrian safety. He has frequently cited research from the Insurance Institute for Highway Safety, the Federal Highway Administration, and European transportation authorities demonstrating the safety and efficiency benefits of modern roundabout design. He played a principal role in the drafting and passage of Ordinance 1053 and continues to chair the Traffic Calming Advisory Committee, which oversees its implementation.
Mr. Kovacs and his wife, Jean, have resided on Birch Lane since 1986. They have two adult children and four grandchildren.

Diane Plott
Councilwoman Plott has served on Borough Council since 2015 and was elected Vice President in January 2024. She is the owner and operator of Plott's Florist, located at 283 Commerce Avenue, which has been a fixture of the Tenley Falls business community since 1994. In addition to her Council duties, Ms. Plott serves as the Commerce Avenue Business District Liaison, working closely with local merchants and the Garrett County Chamber of Commerce.
Ms. Plott is a strong voice for the Borough's small business community and has been a consistent advocate for policies that support economic development while preserving the character of Tenley Falls' historic streetscapes. She chairs the Finance Committee, where she has focused on fiscal accountability and ensuring that Borough expenditures reflect the priorities of all residents.
Ms. Plott is a lifelong resident of Tenley Falls and a graduate of Uniontown Area High School. She has one daughter, Amanda.

James Morin
Councilman Morin was elected to his first term on Council in 2021 and, at 34, is the youngest current member. He is employed as a senior systems analyst at a technology firm in Pittsburgh, where he commutes daily. Mr. Morin holds a Bachelor of Science in Information Technology from Robert Morris University.
Since joining Council, Mr. Morin has been an advocate for digital transparency and the use of technology to improve municipal operations and public engagement. He spearheaded the 2024 redesign of the Borough website and the implementation of the online public comment submission system. He is a proponent of data-driven municipal governance and has worked to make traffic count data, meeting minutes, and other public records more accessible to residents through digital channels.
Mr. Morin also serves on the Traffic Calming Advisory Committee, where he has contributed analysis of traffic flow data and accident statistics supporting the Borough's traffic calming initiatives.

Patricia “Pat” Wodzicki
Councilwoman Wodzicki has served on Borough Council since 2003, making her the longest-serving current member with 22 years of continuous service. She is semi-retired from a 34-year career as a social studies teacher at Albert Gallatin Senior High School, where she was twice named Fayette County Teacher of the Year.
Mrs. Wodzicki is the Chair of the Parks & Recreation Committee and has been instrumental in the expansion of the Borough's summer recreation program and the renovation of Veterans Memorial Park. She also serves on the Finance Committee. Colleagues on Council and Borough staff frequently rely on her deep institutional knowledge of Borough governance and history.
Mrs. Wodzicki and her late husband, Frank, who served on Council from 1998 to 2006, have been active members of the Tenley Falls community for over four decades. She has three children and six grandchildren, all of whom reside in the greater Uniontown area.

Ed Callahan
Councilman Callahan was elected to Council in 2019 and is currently serving his second term. He is the owner of Callahan's Hardware, located at 310 Commerce Avenue near the intersection of Oak Street and Main, where the business has operated since 1987.
Mr. Callahan serves on the Public Works Committee and the Zoning & Land Use Committee.

Susan Mayer-Graham
Councilwoman Mayer-Graham was elected to her first term on Council in 2021. She has over 18 years of experience in residential and commercial real estate, currently serving as a broker with Laurel Highlands Realty in Uniontown. Her professional background informs her focus on responsible development and ensuring that Borough policies support long-term property values and community stability.
Ms. Mayer-Graham chairs the Zoning & Land Use Committee, where she has advocated for responsible development standards that balance growth with the preservation of Tenley Falls' residential character. She also serves on the Finance Committee, where she has raised questions about the long-term fiscal impact of major infrastructure projects on Borough reserves and property assessments. Ms. Mayer-Graham believes that responsible development requires careful consideration of how capital expenditures affect homeowners and the local tax base.
Ms. Mayer-Graham resides on Maple Court with her husband, Kevin, and their two children.
